           "For meritorious service while serving as Head of the Naval Intelligence Processing System  (NIPS) Intelligence Centers (ICs) Division from November 1982 through September 1984. With exceptional initiative, superior planning, and a comprehensive grasp of all factors involved, he effectively compressed at least three years of effort into sixteen months and successfully established as an approved and budgeted Navy program a new tactical intelligence system known as Fleet Imagery Support Terminal (FIST). Captain Rutherford's comparable efforts in the Fleet Modernization Program (FMP) have insured afloat Intelligence Centers are configured with the most current equipments available within today's funding constraints.  By his exceptional professional ability, initiative, and loyal dedication to duty, Captain Rutherford's performance reflects great credit upon himself, and is in keeping with the highest traditions of the United States Naval Service."
